MDOC Capital Plan and New Facilities
The team of SMRT and Pulitzer/Bogard & Associates (P/BA) developed a comprehensive capital improvement plan for the Maine Department of Corrections (MDOC). This plan addressed several concerns regarding the physical condition of the adult and juvenile correctional facilities, the degree to which adult and juvenile offenders were being adequately prepared for return to the community upon their release, and the high cost of operating the correctional system.
Following completion and approval of the plan, the State proceeded to implement the two adult facilities and the two juvenile facilities while deferring the Downeast Correctional Facility. SMRT was retained as architect for all four facilities.
